Site visit notes are as follows: government is seeking to modernize and not replace outdate equipment with identical equipment.The government is willing to entertain additional site visits. This is subject to the Service Contract Act and not Davis Bacon Wage Rates. Service Contract Act WD #: 2015-5075 (Jul 20, 2021). No bid bonds, performance bonds, or payment bonds required. Government is asking CLINs be seperately priced in order to entertain split or mltiple awards. Quotes can be formated on standard company letterhead, giving a brief narrative of the technical solution and the price. Quote should only focus and price based on readily apparent system issues, and if futher issues are discovered then the Contract will need to be modified. Mod 1 continued: The government was asked to extend the solicitation by 1 week. This request is being granted with the stipulation that the government is reserving the right to award CLIN0001 based on the original response date due to the emergency nature of this CLIN. If the government recieves a timely, reasonable, and executable quote which can start work promptly, the government plans on awarding this CLIN if recieved by the 4th. If no quotes meet that criterea, then all CLINs will be subject to the new solicitation close date. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-06. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 238220 applies to this solicitation; business size standard is $16.5 dollars. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: HVAC repairs for various buildings across the 126th Air Refueling Wing, below is a brief synopsis of the work that is needed – Bldg 5000: • VFD continuously blowing fuses, needs to be replaced. VFD located in Bldg 5000 mechanical room. • Main chiller blowing fuses as well, needs to be troubleshooted to determine cause • HVAC system as a whole not producing enough airflow to what DDC system set points are shown to be. Getting 1/3 to 1/4 of design airflow on second floor and some portions of first floor. Bldg 5026: • System is leaking refrigerant (R-22). Leak is currently unknown, needs to be found and fixed. Bldg 5022: •Replace condenser pan or route condensing system to avoid leak. Existing pan is no longer usable. Bldg 5010: • Repair HVAC system • Recover refrigerant • Install new expansion valves and modules on CKT #1 and CKT #2 (must change both circuits as existing parts are no longer available). • Bind sensor and module • Pressurize and leak check chiller • Charge with recovered refrigerant Bldg 5016: • Replace condenser fan motor and contactor on cooling unit FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS ACQUISITION. NO CONTRACT AWARD WILL BE MADE UNTIL APPROPRIATED FUNDS ARE MADE AVAILABLE. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. Technical solution will be evaluated based on proposed repair plan and schedule. All solicitation specifications are not absolute and the 148FW will consider innovative solutions to this requirement. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings.
