This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-01. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 337214 applies to this solicitation; business size standard is 1000 employees. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: The 126ARW has a requirement for customized furniture/desktops which will host critical electronic systems. The government requires ergonomically accessible desk-space to allow ease of availability of multiple technologies on several internet systems of various sensitivity. Government requires on-site installation and set-up, not including handling of existing government information technology. Government will handle mounting and installing all information technology items. Requirement includes two attached work-stations and island console (see exhibit 1: technical description, exhibit 2: sketch and room layout). Preparing and Submitting your Quote: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates. Preferred CLIN structure: CLIN0001: Console System (2 connected stations), 1 EA CLIN0002: Console Island, 1 EA CLIN0003: Installation on site, 1 JB CLIN0004: (option) mechanical assist for CLIN0001 CLIN0005: (option) mechanical assist for CLIN0002 Provide the government designs, layouts, and technical drawings (including dimensions and digital mock-ups). This information will be used to determine technical rating of quotes. Provide a description or quality information for planned construction material. The government is seeking a long-term, solid construction. Provided technical details will weigh into the technical rating. Provide warranty information. Provide timeframes for production completion, delivery, and installation. The government site is planned to be available for installation in April. Quotes will be evaluated based on installation dates, the sooner the better. This will count towards the technical rating. All questions and quotes must be directed to 126 Contracting Officer via email at 126.ARW.MSC.Org@us.af.mil . Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for 30 days, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer’s discretion. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. All solicitation specifications are not absolute and the 126ARW will consider innovative solutions to this requirement. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings. The government anticipates having to engage with selected awardee before award in order to nonsubstantially refine or modify the quote to better meet government needs.
