This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-20. This combined synopsis/solicitation is full and open. North American Industrial Classification Standard 315210 applies to this solicitation; business size standard is 750 employees. The following is needed: OCP Cold Weather Gear Preparing and Submitting your Quote: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates. Preferred CLIN structure: CLIN0001: OCP Cold Weather Jackets, 67 EA Sizes will be distributed to potential awardee. Sign the Section 889(a)(1)(B) Certification and submit with your quote. This solicitation is being issued due to unavailability of cold weather gear in the National Stock System. The 126ARW is under the understanding that NSN "8415-01-676-7250" and related NSNs for Air Force OCP cold weather gear are currently unavailable. The 126ARW is also under the understanding that the NSN is being linked to OCP Massif Elements Jackets. If this information is incorrect, the 126ARW is inviting comment. The 126ARW is seeking a replacement for this unavailable item. Specifications: All items must be OCP in color, rated for Illinois winter weather, flexible, and durable. Delivery date needs to be provided and will weigh into the technical evaluation (sooner the better). This is not a Brand Name requirement, nor is it a Brand Name or Equal. All products will be given equal consideration. Technical evaluation will be based on the above criteria. Vendors will send a sample product (and return labels) for evaluation if the 126ARW does not have access to a sample product for evaluation. Failure to provide will result in a neutral technical rating. Buy American Act is applicable. Products not “Made in America” will have price evaluated using a 50% increase in evaluated price. All questions and quotes must be directed to 126 Contracting Officer via email at 126.ARW.MSC.Org@us.af.mil . Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for 30 days, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer’s discretion. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. All solicitation specifications are not absolute and the 148FW will consider innovative solutions to this requirement. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings.
