The conference will be held as stated in solicitation section 00 21 00 paragraph 5 and as stated below. There is no seed project so conference will focus on RFP details and submission requirements. 2--W50S7L25RA003001 block 14 elaborates on the conference attendance requirements as well as section 00 21 00 pargraph 5 is updated to add letting the security guard know about conference attendance. 3--FAR Clause 52.223-23 deviation has been added (End of amendment 1) Construction Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for maintenance, repair, and construction services in support of the National Guard activities in the State of Montana. These will be multi-disciplined contracts consisting of a five calendar year ordering period. The total of individual task orders placed against this contract shall not exceed $45M. This action is being solicited as a total small business set-aside. NAICS Code 236220 is applicable to this acquisition, $45 million is the small business size standard. The Governments intent is to award a contract to all qualifying offerors. At the task order level, the contracting officer may set-aside an individual task order for other socio-economic programs. This solicitation and all associated information, notices, and amendments will be posted at https://www.SAM.gov. A conference is scheduled to take place on August 7th, at 11:00 AM MDT (local time) at the Civil Engineer Classroom (Building 60), 2800 Airport Ave B, Great Falls, MT 59404. Interested Contractors are highly encouraged to attend the conference. Approval must be attained prior to any access on the base. Failure to reach out in time to attain access may result in there being no opportunity to attend the conference. If there is minimal or no interest in the conference provided to the Contract Specialist or Contracting Officer, the conference will be canceled.

The Montana National Guard intends to issue a Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs) for maintenance, repair, and construction at 120th Airlift Wing (AW) on the MTANG base, Great Falls, MT, the 219th Red Horse Squadron located on Malmstrom Air Force Base (MAFB), Great Falls, MT, Fort Harrison, MT, and other federally owned or controlled locations. Typical work includes, but may not be limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, minimal environmental remediation, construction of new facilities and other related work. All work will be in accordance with individual task order requirements and specifications and drawings provided with each project or master specifications. Most task orders will be between $400k and $3M sustainment, repair, and maintenance (SRM) projects and a few Military Construction (MILCON) projects. The North American Industry Classification System (NAICS) code for the solicitation is 236220 with a small business size standard of $45,000,000. This is a total small business set-aside. The government anticipates awarding up to ten (10) individual IDIQ contracts, provided sufficient qualified contractors present offers. All responsible firms may submit an offer. These contracts will consist of a five-calendar year ordering period. Task Orders will generally range from $100,000 to $7,000,000. The total of individual task orders placed against the total MATOC program shall not exceed $45,000,000. It is anticipated that the solicitation will be available early or mid-July 2025. A Pre-proposal conference will be scheduled for mid to late July 2025. Details for registering for the conference will be available in the solicitation. Interested contractors are encouraged to attend and should register in accordance with the requirements in the solicitation, prior to attending for clearance to the facility. The solicitation closing date is tentatively planned for mid-August 2025. Actual dates and times will be identified in the solicitation. The solicitation and associated information will be available only from the Contract Opportunities at SAM.gov. There will be no Real or Prototypical project and/or corresponding plans and specifications. The source selection process will be conducted in accordance with the Source Selection Procedures described in FAR 15.3, DFARS 215.3, and AFARS 5115.3. Evaluation factors include Technical Capability, Past Performance and Price. The Government intends to award contracts without conducting discussions. This solicitation is not an invitation for bids and there will not be a formal public bid opening. All inquiries must be in writing via email to the persons specified in the solicitation. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.
