Update 31 March 2020: Due to travel restrictions because of the COVID-19 Pandemic, this solicitation will be extended until 1 May 2020, and the Period of Performance will change from 1 May 2020 - 30 April 2021, to 1 August 2020 - 31 July 2021 with 3 12 month option years thereafter. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is W50S7K-20-R-00004 and is issued as a Request for Quote (RFQ) for the CRTC Base Television Subscription. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2020-04, effective 15 January 2020 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20200114 dated 14 January 2020. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being issued as total small business set-aside. The North American Industry Classification System Code (NAICS) is 515210 and the small business size standard is $41,500,000.00. The Government is required to provide base cable/satellite television subscription services to approximately 550 locations on the combat Readiness Training Center, Gulfport, MS, designated in the Requirements Document. See Attachment 1 for a complete description of the requirement. The period of performance for the base year is 1 May 2020 - 30 April 2021, with 3 12 month option years thereafter. The offeror who receives the award will be required to have all equipment, labor, and tools necessary for contract completion in place and operational at the beginning of the period of performance (1 May 2020) to ensure there will be no disruption in services. Technical capability shall be evaluated as OUTSTANDING (BLUE); GOOD (PURPLE); ACCEPTABLE (GREEN); MARGINAL (YELLOW) UNACCEPTABLE (RED) for it’s ability to meet the requirements set forth in the requirements document. Vendors must submit the completed RFQ SHEET and a TECHNICAL PACKAGE describing what equipment and procedures will be used to meet the requirements laid out in the Requirements document.
