This posting is being edited to attach RFI #2 to this solicitation and to extend the solicitation closing date from Friday, July 30, 2021 at 1:00 PM CST to Tuesday, August 03, 2021 at 1:00 PM CST. A corresponding amendment of the SF 1442 is being posted with this solicitation. Please acknowledge the amendment by filling out block 8 and 15 of the MODIFICATION DOCUMENT or by filling out block 19 of the CONFORM DOCUMENT. The USPFO for Mississippi is issuing a Request for Proposal (RFP) to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision to perform and complete project # MDVL192129 – Repair Fire Suppression System Bldg. 104 at the 186th Air Refueling Wing (ARW), Meridian, MS 39307 in accordance with the attached Technical Specifications, Plans, and Statement of Work. NOTE: Solicitation details are in attached Solicitation Form 1442; Please read carefully. This solicitation will be issued in this electronic format only; no paper copies will be made available. The magnitude of this project is between $100,000 and $250,000. Construction/Contract completion time is 90 days after receipt of the Notice to Proceed, to include Final Inspection, Punch List completion, and Cleanup. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $39.5 million. The requirement will be solicited as a 100% Total Small Business Set-Aside. The pre-proposal conference is being held on July 08, 2021, at 9:00 AM CST at the 186th ARW, Bldg. 600 (CE Classroom, Meridian, MS 39307). Interested Contractors are encouraged to attend. A site visit will follow the pre-proposal conference. Please submit questions prior to or following the pre-proposal conference to ned.mccormick.2@us.af.mil. All questions will be answered on a non-attribution basis via https://www.sam.gov. Your attention is directed to FAR Clause 52.219-14(e)(3)(DEVIATION 2020-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General Construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The solicitation closing date is scheduled for July 30, 2021, 1:00 PM CST. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures in accordance with section 00120 of the SF 1442. Evaluation factors include Past Performance and Price. Proposal Preparation instructions can be found in section 00110 of the attached SF 1442. Offerors can log in to the SAM home page and search for data. This solicitation is not an Invitation for Bids and there will not be a formal public bid opening. The Government is not liable for information furnished by any other source. Amendments, if/when issued will be posted to SAM.gov for electronic downloading.
