The 139th Airlift Wing, Contracting Office, Saint Joseph, MO intends to issue a sole-source contract to Tactical Communications Group (TCG), LLC (UEI: TZLLBMTVPHL4) for the installation and training of the Tactical Data Link (TDL) Battlefield Operations Support System (BOSS). BOSS is proprietary to the TCG and there are no known authorized resellers, installers or trainers. The anticipated contract will be a Firm-Fixed Price (FFP) sole source acquisition. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.
