The 149th Fighter Wing, Texas Air National Guard, JBSA-Lackland, TX, intends to issue an Invitation For Bid (IFB) to award a single firm fixed-price contract for construction of two concrete foundation pads and associated support work for a Relocatable Simulator Shelter (RSS) at the 149th Civil Engineer Squadron, 149th Fighter Wing, Texas Air National Guard, JBSA-Lackland, TX. The government anticipates including two optional bid items in the solicitation – see the attached DRAFT Statement of Work for details. The magnitude of the project, to include optional bid items, is between $500,000 - $1,000,000 A bid bond in the amount of 20% of the offer is required. The total Construction duration is anticipated to be 180 days after notice to proceed. The North American Industry Classification System (NAICS) code for this work is 238110 Poured Concrete Foundation and Structure Contractors. The government anticipates this solicitation to be a total small business set- aside. The small business size standard is $15 million average annual revenue. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 30 June 2020. An organized site visit will be conducted on 15 June 2020 at the 149th Civil Engineer Squadron, 149th Fighter Wing, Texas Air National Guard, JBSA-Lackland, TX. Interested contractors are encouraged to attend and shall follow base access requirements shown in the solicitation. The solicitation closing date is scheduled for on-or-about 2 August 2020. Actual dates and times will be identified in the solicitation. The DRAFT Statement of Work and associated attachments are included in this presolicitation notice.
