The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Cross-connection Services. Survey buildings served by the potable water system. The Contractor shall plan to survey (17) buildings with water and a total of eighty-five (85) cross-connections (protected and unprotected). Additionally, the Contractor shall inspect a total of eighty-nine (89) hose bibs, twenty-seven (27) of which are unprotected. Each building shall be inspected to identify existing BFP devices and unprotected cross-connections. Building inspections include inspections of exposed water piping and point-of-use devices in accessible areas within each building as well as the area within a 100' radius surrounding the outside of the building. Conduct a hazard assessment of each cross-connection Each drinking water cross-connection must be characterized as either a (1) Class I - low degree of hazard, (2) Class II – Moderate degree of hazard, or (3) Class III – high degree of hazard. Per the UPC, high hazard cross-connections are those that present health hazards or have the potential to allow the introduction of contaminants. Low hazard cross-connections are those that may result in aesthetically objectionable taste, odor, and/or color, or allow for the potential introduction of pollutants. The BEE is responsible for assigning a hazard ranking to each drinking water cross-connection. Hazard rankings are critical to the selection of appropriate BFP devices because some types of BFP devices are only rated to protect against low hazards, while other BFP devices are rated to protect against high and low hazards. Evaluate existing BFP devices for compliance with applicable codes. The Contractor shall plan to inspect forty-four (44) existing testable and thirty (30) untestable BFP devices. All survey data shall be entered into the Water Tool Backflow Prevention Database. All testable BFPAs and untestable BFP devices, including an inventory of hose bibs, will be entered into the database along with unprotected cross-connections that required the installation of a BFP device. The Contractor's report, at a minimum, must include inspection results and recommendations of all cross connection devices listed herein to include: priority, control number, location, type, status, hazard degree, comments, recommendations, device installed, the device needed, size (English units), installation difficulty, and total cost for remediation.
