The 146th Airlift Wing (146 AW), California Air National Guard, located at Channel Islands Air National Guard Base, Port Hueneme, CA 93041, intends to issue a solicitation to award a single firm-fixed-price contract for a project to Replace Water Valves. Construction services will consist of demolition of existing plumbing and installation of new piping and water assembly. The magnitude of the project is between $250,000 and $500,000. Construction/contract completion time is 120 calendar days after notice to proceed to include inspection and punchlist. This action is being procured as a 100% Small Business set-aside. The North American Industry Classification System (NAICS) code for this work is 238220. The small business size standard is $16.5M average annual revenue for the previous three years. Your attention is directed to FAR clause 52.219-14 (e)(3) (DEVIATION 2019-O0003), Limitations on Subcontracting (Sep 2021) which states, “By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for— (3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded”, is applicable to this project. The tentative date for issuing the solicitation is on-or-about 17 August 2022. The tentative date for the pre-bid conference is on-or-about 26 August 2022, 9:00 AM Pacific Time, location will be in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 23 August 2022 via email to the POCs identified below. The bid opening date is scheduled for on or about 16 September 2022.
