The 146th Airlift Wing (146 AW), California Air National Guard, located at Channel Islands Air National Guard Base, Port Hueneme, CA 93041, intends to issue a solicitation to award a single firm-fixed-price contract for a project to Repair Restrooms and Electrical Building 901. Construction services will consist of removing and replacing existing flooring, ceiling, and fixtures in two restrooms, approximately 1,300 SF. It will also consist of electrical work including but not limited to the installation of new LED strips, spotlights, circuits, and electrical subpanel. The magnitude of the project is between $250,000 and $500,000. Construction/contract completion time is 180 calendar days after notice to proceed to include inspection and punchlist. This action is being procured as a 100% Small Business set-aside. The North American Industry Classification System (NAICS) code for this work is 238220. The small business size standard is $16.5M average annual revenue for the previous three years. Your attention is directed to FAR clause 52.219-14 (e)(3) (DEVIATION 2019-O0003), Limitations on Subcontracting (Sep 2021) which states, “By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for— (3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded”, is applicable to this project. The tentative date for issuing the solicitation is on-or-about 2 August 2022. The tentative date for the pre-bid conference is on-or-about 16 August 2022, 9:00AM Pacific Time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 12 August 2022 via email to the POCs identified below. The bid opening date is scheduled for on-or about 2 September 2022. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. Instructions for registering are on the web page (there is no fee for registration). The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities website on-line at www.sam.gov. SAM is a web based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with SAM before accessing the system. Bidders cannot log into the SAM home page and search for data. There will be a formal public bid opening at a date to be determined. Websites are occasionally inaccessible due to various reasons.
