The 146th Airlift Wing, California Air National Guard, located at Channel Islands Air National Guard Base, California, intends to issue a solicitation to award a single firm fixed-price contract for a project to Replace Water Valves. Construction services will consist of removing and replacing existing valves, regulators, ionizers, back flows, hose bibs relief valves, flanges and excess piping at initial supply points interior and exterior. It will also include furishing and installing new ball valves, water pressure reducing valves and electronic smart meters. Magnitude of the project is between $100,000 and $250,000. Construction/contract completion time is 120 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 221310. The small business size standard is $30.0 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractor, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 27 July 2020. The tentative date for the pre-bid conference will be listed in the Solicitation document and at the 146th Civil Engineering Squadron Conference Room (Building 1402) at Channel Islands Air National Guard Base, 113 Mulcahey Drive, Port Hueneme, California 93041.
