This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05, effective 10 March 2021. The Government intends to solicit and award to Hammonds Technical Services, Inc. on a sole source basis. See attached Justification and Approval for Other than Full and Open Competition. The NAICS code applicable to this requirement is 336310 and the small business size standard is 1,000 employees. The following commercial item is requested in this solicitation: Required Line Items: 0001 – Fuel mixer rental/lease service in accordance with performance work statement. (1 JOB) SUBMISSION REQUIREMENTS/RFQ TERMS: 1. Offerors shall submit ALL of the following information with their quote on attached vendor information sheet. FAR and DFARS provisions/clauses incorporated into this RFQ and/or the resulting contract(s) are attached. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict 185th ARW to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by the 185th ARW to determine potential sources capable of fulfilling all requirements associated with portable fuel mixer lease service. Requirement: Provide a serviceable portable fuel mixer that is capable to mix FSII (Fuel Icing Inhibitor) in aviation fuels. The Fuel Mixer specifications requested should be: Number of additives: 3 standard, 4 optional. Injection Ratios: Three additives: (1) 0-1,500 PPM (2) 0-65 PPM Four additives: (1) 0-1,500 PPM (1) 0-275 PPM (2) 0-65 PPM. Minimum injection ratio: 10 PPM standard. Normal operating range: 100-1,000 GPM. Minimum product flow rates: 50 GPM. Product temperature: 40°F to +250°F. Maximum product line pressure: 125 PSI. Maximum hydrostatic pressure: 350 PSI. Product viscosities: to 10,000 SSU. Duty cycle: continuous.
