This announcement is hereby updated to cancel the pre-propsal meeting scheduled for 24 March 2020 based on concerns associated with COVID-19, please review paragraph 2 below. Interested vendors are encouraged to submit questions as soon as possible as outlined in paragraph 6 below. This solicitation, W50S72-20-Q-7201, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04, effective 15 Jan 2020. This procurement is set aside 100% for small business. The NAICS code is 721110 and the small business size standard is $35 million. The government evaluation factor for this acquisition is LOW PRICE that meets the minimum specifications. The government intends to award multiple Blanket Purchase Agreements (BPAs) to the vendors that meet the minimum specifications as a result of this solicitation. The following commercial item is requested in this solicitation: Minimum Specifications: Lodging Blanket Purchase Agreements (BPAs) for personnel performing Unit Training Assemblies (UTAs) at the 133rd Test Squadron, Fort Dodge, Iowa, in accordance with 185ARW Lodging Terms and Conditions. Submission Requirements: 1. Contractor shall submit the following documents with their quotation package: Cover letter identifying sales and billing points of contact (POCs) who will be assigned to the account, to include names, telephone numbers and email addresses; company CAGE Code; Company Tax ID number. Complete and return the BPA Pricing Sheet. If room rates include taxes, fees, or surcharges, provide the citation from state and/or local law or code that authorizes such fees for federal government direct-bill customers. Complete and return the Representations and Certifications identified in provisions and clause attachment, if not already in SAM profile. Provide a list of hotel/motel amenities to be provided at quoted room rate. 2. The pre-solicitation meeting for interested vendors scheduled for 10:00 AM on Tuesday, 24 March 2020 at the 133rd Test Squadron, 1649 Nelson Ave, Fort Dodge, IA 50501 is hereby canceled based on the COVID-19 concerns. Interested vendors are highly encouraged to submit questions in accordance with paragraph 6 below. 3. FAR and DFARS provisions/clauses incorporated into this RFQ and/or the resulting contract(s) are attached in full text provisions and clauses attachment. The full text of the referenced provisions/clauses may be found at http://www.acquisition.gov. Vendors must submit the Representations and Certifications from, Full Text Provisions and Clauses, with their quote only if they differ from, or have not been completed within, their System for Award Management (SAM) profile. 4. Contractors must have an active System for Award Management (SAM) registration to be eligible for award. Register or check the status of your registration at http://www.sam.gov. Please ensure your SAM profile reflects all socio-economic group(s) and NAICS Codes applicable to your business. If the NAICS code listed above is not included in your SAM profile, you must also complete the representations in FAR 52.219-1 and attach it to your quote. 5. FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, DFARS 252.204-7016 Covered Defense Telecommunications Equipment or Services Representation, and DFARS 252.204-7017 Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services, certifications must be filled out and returned with your quote, if not contained within SAM profile. 6.
