The Combat Readiness Training Center (CRTC) Contracting Office is issuing a PRE-SOLICITATION NOTICE for a Request for Proposal (RFP) firm fixed price construction contract to install a perimeter fence line at our 224th JCSS Brunswick/Glynco GA Location. The fence length and dimensions will be attached in the solicitation and are approximately 453 linear feet. Contractor is to properly secure fence posts which will require coring to a proper depth to secure and provide proper spacing. The contractor will provide an 8’ fence to include three strands of barbed wire; placement of barbed wire will face outward at 45 degree angle. The contractor will need to perform coring operations in the concrete/asphalt to place the fence posts and then properly secure. The fence will also need to be coated with a rubberized material for durability. See drawing details. The contractor is to construct two freely swinging, 12’ man-gates at placement on the drawings. The contractor will properly secure each end of this fencing to an existing fence-line. There are currently six (6) government owned concrete jersey barriers onsite which will need to be placed as shown on the attached drawing. The contractor is to provide approximately 500 linear feet of ¾ inch steel cable and secure this cable to the concrete jersey barriers and place per the drawing set. The wire needs to be properly secured and to run the steel wire as shown. This acquisition is 100% Small Business set aside under NAICS 238990 (Size Standard $16.5 Million). The magnitude of the procurement is estimated to be between $25,000.00 and $100,000.00. The contractor shall provide all supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. The Wage Determination: General Decision Number: GA20210160 Construction Type: Building; County: Glynn County in Georgia, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of that site visit will be available in the solicitation. The tentative dates for issuing, the solicitation is 5 May 2021. Contract performance 120 days after notice to proceed under solicitation number W50S70-21-R-0010. No paper copies of this solicitation are available.
