This announcement constitutes the only solicitation; offers are being requested, and a written solicitation document will not be issued. This solicitation is a request for proposal (RFP). The Florida Air National Guard Contracting Office is seeking OHWS (Optimizing the Human Weapon System) services for aircrew to reduce frequency and severity of injuries, reduce time lost from service, improve long term quality of life, optimize human performance/readiness, avoid injury prior to occurrence, increase aircrew production, and support fighter aircrew retention in accordance with the Performance Work Statement. Place of Performance is 14300 Fang Dr, Jacksonville IAP, Florida, 32218 Period of Performance: The period of performance is 12 months and four 12-month option years. The total period of performance shall not exceed five years.

This is not a Request for Proposals. The Florida Air National Guard is conducting market research to garner interest and the capabilities of small business firms. b. Project Scope: The contractor shall provide all personnel, tools, materials, supervision, quality control necessary, and equipment except as specified as Government Furnished, to provide and perform injury prevention and mitigation, pre-habilitation services, and human performance optimization services to rated personnel assigned to the applicable fighter aircraft units. The Contractor shall furnish consultation and reports, similar to the range of services found in a commercial facility, as well as services specialized to meet the needs of fighter aircrew. Services provided by the contractor shall include the following: initial assessment of each aircrew, care for personnel who individually seek the services of OHWS Specialist; subject matter expertise concerning pre-habilitation evaluation/assessment, injury prevention, accommodation processes and implementation, ergonomic assessment and implementation, remedial training, and optimized performance physical training (e.g. strength and conditioning for fighter aircrew). At the discretion of the government, the contractor shall provide the following resources under this contract: licensed Physical Therapist and/or licensed Athletic Trainer and/or licensed Strength and Conditioning coach and/or licensed Massage Therapist. c. Set asides and codes: The project is classified through the North American Industry Classification System (NAICS) under code 621340 Offices of Physical, Occupational and Speech Therapists, and Audiologists with a size standard of $8M. d. The Government anticipates awarding a firm fixed priced contract. e. The Period of Performance shall be one Base Year of 12 months and four 12-month option years. f. The requirement is set-aside for small business concerns. This acquisition will result in a single fixed price contract. g. Additional Information: The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. A contractor will neither be pre-qualified nor excluded from the competition based upon any information provided in reply to this announcement. h.
