Extend the Request For Proposal to 22 July 2020 at 2PM. b. Questions will be answered within the next Amendment. c. Drawings of the current systems are available, in order to retrieve these, please send an email to amy.l.kline.civ@mail.mil with the subject "W50S6X20R0001 DDC DRAWING REQUEST". You will be sent an email with a password to download the documents through DOD SAFE. 1. The project involves the following: Engineering, Design, Installation, Calibration and Training for the Heating, Ventilation, and Air Conditioning (HVAC) Building Automation System (BAS) with Direct Digital Control (DDC). This will occur in eleven (11) buildings that currently have an Alerton System, 2 Buildings that currently have a Johnson Controls System, and new installation in one (1) Building. 2. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but no later than midnight 30 Sep 2020. This action has been identified on the National Guard priority list for award if funds become available and the prices received are within an awardable range. 3. This project is on a secure military facility. a. All personnel accessing the site will be required to submit personal information for a background investigation with the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) in accordance with AFI 10-245, AFI 31-101 and AFMAN 31-113. b. The Government reserves the right to limit access to the facility based on adverse results to the background investigation. c. All personnel accessing the military facility consent to search of their persons and property. 4. Period of Performance will begin as soon as practically possible given the nations response to COVID-19 5. Magnitude of Construction: FAR 36.20(c) - Between $1,000,000 and $5,000,000 6. All interested parties should respond. Delaware Air National Guard Base intends to issue a solicitation and award of a contract to Up-grade the DDC Base-wide. The magnitude of this project is between $1,000,000 and $5,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 7 January 2020. The Delaware Air National Guard, located in New Castle, DE, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract to replace the existing DDC system with a complete turn-key Energy Management & Control System (EMCS) (also known as a Building Automation System (BAS)). The goal of the EMCS is to provide the facility manager with a seamless means to easily access and store the current and historical performance of each building as a whole, and its significant energy consuming systems and components individually. The contractor shall install a new BAS that is durable, reliable and economical and meets all requirements of the Department of Defense (DoD), Air Force (AF) and National Guard Bureau (NGB). This project includes replacement of all existing Alerton controllers as well as integration of the existing energy meters (gas, electric and solar).
