THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT a request for proposal or invitation for bid; this is for Market Research purposes only, to assist the National Guard Bureau, Construction Branch, to gain knowledge of potential Small Business Concerns. The National Guard Bureau, Construction Branch anticipates a solicitation and award of a Contract to provide non-personal construction services at Joint Base Andrews, Maryland. This Sources Sought notice is to determine if there are an adequate number of qualified, interested small business concerns capable of responding to this sources sought. The requirement has an estimated range of $5,000,000.00 - $10,000,000.00, consisting of exterior repair to Maintenance Hangar 16 Building 3119, located at Joint Base Andrews, Maryland. Building 3119 is an existing aircraft hangar with exterior composed of asbestos siding and translucent fiberglass panels' structure constructed in 1955 and the total exterior area proposed for renovation is 67,345 square feet. Project elements include, but are not limited to: site work; pavement; utilities; limited storm water management; building envelope improvements; AT/FP compliant windows, upward acting motorized fabric hangar door, personnel entry doors, interior patching and repair of walls and floors, wet pipe sprinkler system; limited HVAC power and telecommunication system; and exterior building mounted lighting. Project includes abatement of exterior corrugated asbestos containing wall panels and limited interior asbestos abatement of floor tiles, pipe elbow and duct mastic in areas affected by the work. The North American Industry Classification System (NAICS) code for this work is 236220 – Commercial and Institutional Building Construction. The small business size standard is $39.5 million average annual revenue for the previous three years. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Small Business concerns who believe they can responsibly perform this requirement should complete and submit the Sources Sought Information Form to the Contracting Officer no later than 2:00 p.m. EST, September 9, 2020. SUBMISSION REQUIREMENTS: Responses to this SOURCES SOUGHT SYNOPSIS/MARKET RESEARCH STUDY shall not exceed five (5) typed pages and must include the following: (1) Positive statement of intent to submit a proposal as a prime contractor; (2) Completed and signed Sources Sought Information Request Form; (3) Listing of projects of similar size and scope completed during the past five years, both for government and private industry. The name/type of project, description, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor; and (4) Brief outline of resources, subcontractors, and key personnel that would be used to accomplish this contract. IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitations must be registered in the System for Award Management (SAM) database prior to award of the contract. The purpose of this database is to provide basic business information and capabilities to the Government. The SAM website can be accessed at www.sam.gov. You are encouraged to register as soon as possible. All new contracts can only be made to contractors who are registered in SAM, with an active registration. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this Sources Sought will be used within NGB-AQ-C and DC ANG to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate based on responses to this notice.
