This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to use simplified acquisition procedures for evaluating quotes and awarding the resulting purchase order in accordance with FAR 13.106. 2. This solicitation is being issued as a Request for Quotation (RFQ). 3. This solicitation document and incorporated provisions and clauses are those in effect through: Federal Acquisition Circular 2022-06 effective 1 May 2022 4. This solicitation is 100% set aside for small business 5. The North American Industry Size Classification System (NAICS) code associated with this requirement is 561621, and the size standard is $22M. REQUIREMENT INFORMATION Description: The Contractor shall provide an Intrusion Detection System (IDS) and additional IDS components for the Greeley Air National Guard Station (GANGS) in accordance with the attached Statement of Need. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of this notice. Terms remain unchanged unless notice is amended in writing. Vendors interested in attending the site visit must return Attachment 3 (233 SFS Form 113) to the points of contact listed above by 8 July 2022 @ 10:00 AM MST for timely processing if they do not have access to GANGS. If vendor already has base access, please notify the points of contact listed above of your intent to attend the site visit. FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein: - Quoted amounts need to be net prices without tax - Quotes, attachments, and all other correspondence as listed in this solicitation must be emailed to all points of contact (POCs) - All questions are to be submitted in writing by 14 July 2022 - Quotes are due by 10 August 2022 @ 10:00 AM MDT - Quotes shall not exceed 10MB in size - The anticipated award date is 31 August 2022 EVALUATION CRITERIA FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein: The Government will award a contract resulting from this solicitation to a responsible offeror whose conforming offer will be most advantageous to the Government considering price, the offeror’s standard warranty, and the offeror’s demonstrated ability to meet the Statement of Need. Award shall be based on the best value to the Government. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed to be in the Government's best interest. NOTE: The Government will perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. No adjectival ratings will be assigned to the evaluation factors. Award will be based on price and other factors as listed above. The lowest priced offer may not necessarily represent the best value to the Government.
