This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13. This solicitation is 100% set aside for small business IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code is 721110 and the size standard is $35M. 3. This combined synopsis/solicitation is issued as a Request for Quote (RFQ) with solicitation number W50S6T21Q0012. 4. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 effective 16 Feb 2021. All provisions and clauses listed, by reference or by full text, are applicable to this solicitation. All clauses listed, by reference or by full text, are applicable to any resulting contract award. 5. Contractor Responsibility: The Contractor shall provide all items necessary--including, but not limited to, all equipment, supplies, labor, and supervision--necessary to complete the required items according to the specifications described in this solicitation. 6. Description of Work: Requirement consists of contractor to provide lodging to support drill training for the months from March 2021 to June 2021. This is considered a multi-award request. Multiple vendors may be selected for award. Partial quotes will be considered until our desired capacity is fulfilled. 8. The California Air National Guard, 144 Fighter Wing (144 FW), located at Fresno Air National Guard Base (Fresno ANGB), California, intends to establish a Firm Fixed Price purchase order for contracted commercial quarters in support of the 144 FW's Unit Training Assemblies (UTAs) from 1 March 2021 to 30 June 2021. Lodging facilities must be located within 10 miles Fresno ANGB's main installation gate. Doors for all quarters shall be located in an interior hallway and single occupancy shall be utilized. In no case will Airmen be required to share a room; single or double bed rooms may be provided at the offeror's preference. Cancelled bookings under this contract that are cancelled at least 24 hours in advance of earliest standard check-in time shall not be billed for and are not payable under this contract. For Airmen who have rescheduled their UTAs, the Government shall retain the ability to adjust their reservations in accordance with standard commercial practice so long as the Government provides notice of the change no later than 24 hours prior to the earliest scheduled check-in time. Changes and cancellations may only be made by the Contracting Officer or the Contracting Officer Representative. The 144FW is requesting the following: 0001 – Lodging between March and June (1 March 2021 – 30 June 2021). Contractor shall reserve eighty (80) room nights for each night in acccordance with the following schedule, not to exceed 800 total room nights: Wednesday, March 3 Thursday, March 4 Friday, March 5 Saturday, March 6 Friday, April 2 Saturday, April 3 Friday, April 30 Saturday, May 1 Friday, June 5 Saturday, June 6 9. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2020) applies to this acquisition. Offeror shall complete, and include with its submission, the following: Offer, Schedule of Items. Provide a quote using the attached Schedule of Items. Convert your quote to PDF when submitting. Tax should not apply to military lodging in accordance with applicable tax law. Representations & Certifications Offeror must have entered current and complete data within the past year in Online Representations & Certifications at https://sam.gov/SAM/. (52.204-7) If the offeror has not completed paragraphs (v)(2)(i) and (v)(2)(ii) of the their annual SAM Representations and Certifications renewal at FAR 52.212-3, the Offeror must also complete and attach the FAR Representation at 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Oct 2020). 10. The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014) does not apply to this requirement. In accordance with FAR 13.106-2, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.
