GENERAL: The 144th Fighter Wing is seeking collision repair services for a P-22 Fire Engine. SOLE SOURCE REQUIREMENT: The 144th Fighter Wing intends to issue a sole source award to Golden State Emergency Vehicle Service, Inc. for this requirement in accordance with FAR 13.106-1(b)(1)(i). US Air Force Technical Order (TO) 36-1-191 requires replacement parts be replaced with "new, rebuilt or after-market parts that meet or exceed original equipment manufacturer (OEM) Specifications". The OEM of the vehicle is Pierce Manufacturing whose products/services are offered through authorized dealers. Golden State Emergency Vehicle Service, Inc. has been identified as the authorized dealer assigned to the Fresno, CA area. Utilizing replacement parts not considered OEM runs a high risk of not meeting the Air Force Standards set by Technical Order(s), and will potentially require re-work and/or additional funds. Therefore, a sole source award was determined to be in the best interest of the government. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement by the submission deadline. Information received will be considered for the purpose of determining whether to open this solicitation to competing offers. A determination by the Government to not compete this requirement, based on responses to this notice, is solely within the discretion of the Government. FORMAL COMMUNICATION: Any explanation desired by an offeror regarding the meaning or interpretation of this notice must be requested in writing and with sufficient time allowed for a reply to reach offerors before the submission deadline.
