GENERAL: The 144th Fighter Wing is seeking billeting in support of the temporary relocation of the 144th Detachment-1 (DET) alert operations from March Air Reserve Base (ARB) to Joint Forces Training Base (JFTB) Los Alamitos. SOLE SOURCE REQUIREMENT: The 144th Fighter Wing intends to issue a sole source award to NAF Billeting Operations at JFTB Los Alamitos for this requirement in accordance with FAR 13.106-1(b)(1)(i). Utilizing hotel lodging/billeting for personnel is determined to be the most practical and cost effective solution for the temporary relocation of DET-1 alert operations. Personnel must be housed within close proximity of the alert aircraft for appropriate emergency response times, and the NAF billeting located at the JFTB Los Alamitos is the only establishment that can satisfy this requirement. While other temporary lodging mechanisms are available, only the Joint Forces Training Base NAF Billeting offers a total solution with no need for additional contracted services. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement before the submission deadline. Information received will be considered for the purpose of determining whether to open this solicitation to competing offers. A determination by the Government to not compete this requirement, based on responses to this notice, is solely within the discretion of the Government. FORMAL COMMUNICATION, OFFEROR EXPLANATIONS: Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or quotes, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach offerors before the submission of their offer. AMENDMENTS: The right is reserved, as the interest of the Government may require, to revise or amend the specifications prior to and/or after the submission deadline, as necessary. All information relating to this RFQ, including pertinent changes/amendments and information prior to the date set for receipt of proposals will be posted at www.sam.gov. RECIPT BY THE OFFEROR MUST BE ACKNOWLEDGED IN ACCORDANCE WITH THE PROCEDURES DETAILED IN FAR 52.212-1. QUOTE EXPENSES AND PRE-CONTRACT COSTS: This RFQ does not commit the Government to pay costs incurred in preparation and submission of initial and subsequent offer(s) or for other costs incurred prior to award of a formal contract. SUBMISSION REQUIREMENTS AND INSTRUCTIONS: Offer submission(s) are to conform to the requirements detailed in FAR 52.212-1. Offeror(s) are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete offer. Failure to furnish a complete offer, at the time of submission, may result in the offer being unacceptable to the Government and eliminated from consideration for award.
