GENERAL: The 144th Fighter Wing (FW) is seeking the delivery, programming, and installation of various HVAC components to successfully integrate BLDG 135’s HVAC into the Automated Logic Corporation (ALC) system currently utilized throughout the base. This solicitation W50S6T-21-Q-0001 is 100% set aside for small business IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code is 334512 and the size standard is 500 employees. All firms or individuals responding must be registered within the System for Award Management (SAM). All responsive offerors will be considered by the agency. The solicitation is detailed in the attached Standard Form (SF) 1449. You may download the solicitation and email your quote in. Paper copies of the solicitation will not be available. All information relating to this RFQ, including pertinent changes/amendments and information will be posted on https://beta.sam.gov/. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. NOTICE TO OFFERORS: This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government’s intent to make award. This is not a commitment of funds or contract award. SITE VISIT: Interested parties will be permitted to visit the site prior to the submission of quotes through the organized site visit taking place on Tuesday, April 13 at 9:00AM PST. All participants will meet at the following location: Fresno Air National Guard Base (144FW) West Gate 5323 E McKinley Ave Fresno, CA 93727 The 144FW has two gate entrances located on McKinley Ave. The West gate is the second entrance seen on the right when traveling west towards Peach Ave. When traveling east towards Clovis Ave, it is the first entrance seen on the left. Due to COVID-19, attendance should be limited to only necessary personnel. Standard COVID-19 protocols will be followed during the site visit. Upon entry, each attendee will be subject to a health screening, which consists of a temperature check and a brief questionnaire. Face coverings shall be worn when entering the base, when indoors, and when individuals are within six (6) feet of each other. Visitors will supply their own face coverings. Social distancing guidelines will be followed whenever practicable. PLEASE NOTE: Anyone experiencing COVID-19 related symptoms, or has been in contact with someone who has tested positive for COVID-19 within the past two weeks prior to the visit will be denied entry. Vehicles may be allowed on base. Vehicle allowance will be determined on the day of the site visit. Any vehicles allowed on base for site visit attendance will be subject to search. Vehicles may not have weapons or drug paraphernalia (to include marijuana) present as restricted by federal installations. Vehicle Registration, Driver License, and Proof of Insurance for vehicles must be current. Information provided at a site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

The 144th Fighter Wing (144 FW), intends to issue a sole-source award for the delivery and installation of various HVAC components manufactured by Automated Logic Corporation (ALC). These components are required upgrades that will enable a fully automated HVAC system to operate from a central control center. The HVAC system currently utilized by Building 135 of the 144 FW is comprised of ALC components, and operated with an ALC brand software. It has been determined that third-party components are incompatible with ALC components and software, and integrating them would greatly hinder the HVAC system’s ability to function properly. The 144 FW intends to issue a sole-source award to Pacific West Controls, Inc. This is in accordance with company policy, which requires products to be purchased from an authorized ALC representative. Pacific West Controls has been identified as the authorized dealer with the exclusive right to sell products within the Fresno & Bakersfield, CA area. Pacific West Controls, Inc. is therefore the only responsible source, and no other products or services will satisfy agency requirements in accordance with (IAW) 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) at 6.302-1(a)(2)(iii)(B). IAW the Defense FAR Supplement (DFARS) Part 206, Competition Requirements, PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the Contracting Officer shall post a request for information or a sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 11:00am, Pacific Time, on Friday, 19 March 2021.
