This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this contract is to provide advertising for the Arkansas Air National Guard (AR ANG) on static billboard locations near nine college campuses in Arkansas. Please find the attached Terms and Conditions, Performance Work Statement (PWS). Please review these documents in their entirety for a complete description of this requirement. This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code is 541850 (Outdoor Advertising) and the Size Standard for Small Business is $16.5 Million. The Contract POP shall not exceed three (12) months from the date of award. The 189AW intends to award one contract to the responsible offeror whose offer represents the best value to the Government. The following factors will be used to evaluate offers: A. Lowest price meeting stated requirement. All offers must include a package which clearly demonstrates the services to be provided meet all requirements as stated in the Performance Work Statement (PWS). All offers must list DUNS number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a DUNS number or CAGE code, please visit https://sam.gov/content/home. Lack of registration in the SAM.GOV database will make an Offeror ineligible for award. Vendor must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer. As prescribed in 32.706-1(a), insert the following clause: Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
