This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is: W50S6N-21-Q-0005 3. The solicitation is issued as a request for quotation (RFQ). Quotes shall be valid 60 calendar days after the close of the solicitation. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. 5. This solicitation is set aside for small businesses and associated NAICS code 238210 with the following small business standard $16,500,000.00. 6. Description of Project: The project is to install outside plant information transport system for the Montgomery Aviation leased EAST HANGAR at the Eastern most point of the Airport terminal originating out of building 1109 central office at Dannelly, ANGB Air National Guard Base, Montgomery, AL. This will require subterranean installation or a combination of such with existing telephone poles on the north side of highway 80. This work is to ensure that all communications cabling is pulled through roughly 4,000 feet of newly bored conduit provided by the contractor and meets current industry and architectural standards. Site Visit Information: A Site Visit will be held on 18 Aug 2021 at 1:30 PM. CST for interested vendors and is highly encouraged. This conference will start in BLDG 1109, Communication Building, 5187 Selma Hwy. Montgomery, AL 36108. Due to the nature of this visit and COVID-19 Restrictions, all visitors shall wear face coverings and maintain proper social distancing (if mandated) in accordance with Montgomery City, State of Alabama, and Department of Defense guidelines. For security reasons, all offerors attending the site visit must register. Email the following information for all attendees to SSgt Adam Thibeault (adam.thibeault@us.af.mil) no later than 3 business days prior to the site visit: Firm Name and Telephone Number Name and Social Security Number Driver’s License, State of Issue, and Date of Birth Citizenship Registering in advance will enable the Contracting office to make arrangements for adequate seating. Information provided at the site visit shall not qualify the terms and conditions of the solicitation and specifications. A record of the visit shall be furnished to all prospective bidders on the Government Point of Entry. Quote Documents to be required: Documents to be included: In order to be considered to award, offerors shall provide (1) a quote on company letterhead including the company DUNS number, CAGE number, Quote Worksheet. Rejection of Quotation: Failure to demonstrate compliance with all required documentation will be cause to reject the quote without further discussions. In addition the Government will utilize the Contractor Performance Assessment Reporting System (CPARS) and FAPIIS for past performance evaluations. Questionnaires are posted with the solicitation. Past performance evaluations shall be approximately equal to price for evaluation of quotes. 16. The Government intends to award a Firm Fixed Price contract without discussion. 17.
