This is a pre-solicitation notice synopsizing an upcoming Request for Quote (RFQ) solicitation to satisfy the requirements of FAR 5.201, 5.203 and 5.204. The Contracting Officer (KO) will not be able to answer any questions pertaining to this notice. Questions will only be answered that are received by Request for Information (RFI) after the actual solicitation has been posted to Contracting Opportunities website at www.SAM.gov. It is the responsibility of the offeror to monitor and download amendments from FBO which may be issued to this solicitation. On or about 4 April 2024 the 187th Fighter Wing (FW), Alabama Air National Guard, Montgomery Alabama intends to issue a RFQ on repair of the alarm system for the Oil Water Separator at buildings 1225 and 1226. This will be a single, firm-fixed-price contract for construction services, non-personal, to provide all plant, labor, transportation, materials, facilities, tools, equipment, appliances, and supervision necessary to perform and complete the repairs at the 187th Fighter Wing, Montgomery Regional Airport, Montgomery, Alabama. Magnitude of the project is between $20,000 and $50,000. Construction/contract completion time is anticipated to take approximately 60 calendar days after the award, to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 238210. The small business size standard is $19.0 million average annual revenue for the previous three years. This action is being procured as a 100% Small Business Set Aside. The Wage Rate Requirement for Construction Determination for this project is AL20240093 Dated 01/11/2024. Project scope includes inspection, diagnosis, and repair of buildings 1225 and 1226 oil water to facilitate signal performance for alarm system and monitoring system. The proposed project includes the following: Replace all control wires and conduit as necessary to facilitate the signal performance required for the alarm instrumentation for the oil water separator. inspect the existing oil water separator alarm and monitoring system and determine if it can be repaired or replaced. Repair the alarm and monitoring system. If the contractor cannot repair the alarm and monitoring system, they shall share their findings with the contracting officer representative and provide a replacement for the system. . There will be a site visitation held for this project and for all prospective offerors. Date and time will be posted with the Solicitation. Your attention is directed to FAR Clause 52.219-14(b)(4) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the const of the contract, not including cost of materials, with its own employees”.
