Nine (9) bids were recieved in response to the solicitation. The Government has not yet evaluated the bids for responsiveness to the solicitation. Attached is the bid abstract outlining all bids.** **AMENDMENT 5 (24 July 2020) - A fourth round of Q&A has been published. Additional answers have been answered AND the answer to Question 1 in Q&A round 3 (Amendment 4) has been revised and re-posted. There are now five (5) amendments to this solcitation; all amendments must be acknowedged in block 19 of the SF1442 for a bid to be considered responsive. The solicitation close date remains as stated in Amendment 2** **AMENDMENT 4 (22 July 2020) - A third round of Q&A has been published. **AMENDMENT 3 (20 July 2020) - A second round of Q&A has been published. Currently, the Government anticipates funds will become available prior to but no later than 30 Sep 2020. This action has been identified on the National Guard priority list for awards if funds become available and the prices received are within an awardable range ** Construct 176WG Munitions Inspection/Assembly Facility W50S6L-20-B-0010 The 176th Air Wing, Alaska Air National Guard, JBER, AK, is pleased to present an Invitation For Bid (IFB) to award a single firm fixed-price contract for construction of a munitions inspection assembly facility at the 176th Wing Campus, Alaska Air National Guard, JBER, AK. Work consists of constructing the maintenance and inspection (M&I) facility including insulation, power, surge protection, telephone, internet, HVAC, floor drains, eye wash/shower station, shop air, cyphered man doors, rollup garage doors, concrete floor with drains and grounding points, grounding bars, lightning protection, and bathrooms. An exterior parking pad is required with outlets for vehicle plug-in and exterior lighting. Relocation of nearby utilities including natural gas and high-voltage electric lines is also required to meet explosives safety criteria. An option is included to install, terminate, and connect to source any associated telecommunications cabling required to provide full telecommunications capability as described in the plans and specifications. This option encompasses all work under DIVISION 27 - COMMUNICATIONS - 271323. See SOW and SPECs for additional information. The magnitude of the project, to include the option, is between $1,000,000 - $5,000,000 A bid bond in the amount of 20% of the offer is required. The total Construction duration is 365 days after notice to proceed. The North American Industry Classification System (NAICS) code for this work is 236220 Commercial and Institutional Building Construction. This will be a total small business set- aside. The small business size standard is $39.5 million average annual revenue. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.
