INSCOM's internal Aerial - Intelligence, Surveillance, Reconnaissance (A-ISR) Division is looking for a qualified vendor who meets the requirments stated in statue 10 U.S.C. § 3201 (formerly § 2304) for a follow-on contract sole source award. A qualified vendor is defined per Section 874 as an S corporation (as defined in section 1361(a)(1) of the Internal Revenue Code of 1986) for which 100 percent of the outstanding stock is held through an employee stock ownership plan as defined in section 4975(e)(7) of such code. The statute also states that not more than 50 percent of the amount paid under the follow-on contract may be expended on subcontracts. The scope of work includes aviation operations and inspections, aerial intelligence operations, training, intelligence combat development, project management and administrative support for providing mission support to Army and Joint Warfighters by synchronizing all aspect of Army Aerial ISR Mission Command, Platforms, Sensors, Architecture and Processing, Exploitation, and Dissemination (PED) capabilities across echelons. Please respond to the RFI with your capability statement to perform the work and that your corporation meets the qualified business standards set for in statue 10 U.S.C. § 3201 (formerly § 2304).
