The purpose of this amended synopsis/solicitation notice is to provide responses to questions submitted and to provide an attached amended solicitation containing required provisions and clauses for a COTS cloud-based, web-scale Library Service Platform (LSP) for the National Ground Intelligence Center (NGIC) located in Charlottesville, VA. The following responses are noted: Q.1 – Is there an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement? If this is a follow-on requirement, could you please provide the previous contract or task order number? A.1 – This is a new requirement. There is NO incumbent performing these services and no previous contract to provide. Q.2 – Could this RFP be awarded to multiple vendors? Or just one? A.2 – This will be awarded to one vendor only. Q.3 – In section 5.6 Discovery question # 5 states: “The platform must provide a sandbox for testing TRADOC/member libraries-specific data and configurations for both staff and public views prior to launch” – is a request of a sandbox for TRADOC intended as part of this question? A.3 – This statement is meant to say, “The platform must provide a sandbox for testing NGIC library specific data and configurations for both staff and public views prior to launch”. A sandbox for TRADOC statement was inadvertently left in the attached SOR. The following provisions and clauses are included as part of this solicitation and future award: 52.204-26, 52.204-24 (provisions), and 52.204-25 (clause). Please read 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. Completion of 52.204-24 and 52.204-26 must be accomplished prior to award. Attached is amended W50NH9-21-T-0001, containing above referenced provisions and clauses. This is a combined synopsis/solicitation notice for a COTS cloud-based, web-scale Library Service Platform (LSP) for the National Ground Intelligence Center (NGIC) located in Charlottesville, VA. The LSP will be comprised of an Integrated Library System (ILS), a web-scale Discovery Tool, an authentication layer, a digital object repository, and Electronic Resource Management tool (ERM). Brand name or comparable product is acceptable. A firm fixed price type contract is anticipated, for an estimated five (5) year period, (i.e. base year plus four (4) option years). Lowest Price Technically Acceptable (LPTA) source selection procedures will be used in accordance with FAR Part 15.101-2. This solicitation is unrestricted under NAICS Code 511210. Proposal Submission: Prospective sources, possessing the technical qualifications shown in the attached Statement of Requirements (SOR) for this combined synopsis-solicitation, W50NH9-21-T-0001 are to submit proposals prior to 10:00 AM (EST), Monday, March 22, 2021 to Sharon L.
