Inspection & Supply of Fire Extinguishers Performance Work Statement 1. Objective Red River Army Depot (RRAD) has a need for the inspection, testing and providing of fire extinguishers. The Contractor shall perform inspect and test fire extinguishers and replace fire extinguishers when necessary. 2. DESCRIPTION OF WORK The Contractor shall perform Six-Year Internal Examination in accordance with NFPA 10 Chapter 7. The Contractor shall perform Twelve-Year Hydrostatic Testing in accordance with NFP A 10 Chapter 8. The Contractor will be notified monthly of the fire extinguishers that shall be inspected, hydrostatic tested, or recharged/replaced. The Contractor shall collect the fire extinguishers, perform all inspections and tests, and deliver recharged/replaced fire extinguishers within 14 days of notification. Replaced fire extinguishers shall be of the same class and size of the previous. There are approximately 1622 fire extinguishers that will be covered by this contract, with 99% of those being 10 lb. ABC fire extinguishers. Other types of extinguishers include 5 lb. ABC, 20 lb. ABC, 10 lb. CO2, and 10 lb. water. It is estimated that between 350-450 fire extinguishers will need to be serviced each year for the length of the contract. Note: There are currently over 400 fire extinguishers that are in need of an inspection right now and will need to be worked as soon as possible. 2.1 Personnel Contractor employees performing maintenance, inspections, testing, and/or recharging shall be certified in accordance with NFPA 10. 2.2 Area of Work The Contractor shall pickup/deliver fire extinguishers at BLDG 1169. PWS - Inspection & Supply of Fire Extinguishers 2.3 Period of Performance The period of performance for this contract shall be for one (1) base year of 12 months after award of contract plus up to 2 (2) 12-month Option Years. These option years shall be awarded at the discretion of the government. 2.4 Bid Items Contractor shall provide the cost to perform a 6-year and 12-year inspection for each type of fire extinguisher, per pound. Contractor shall also provide cost of a new fire extinguisher for each type and size. 2.5 Payment The Contractor shall invoice monthly via Wide Area Workflow (WA WF) for inspected/delivered fire extinguishers. 3. ENVIRONMENTAL, SAFETY, AND SECURITY REQUIREMENTS 3.1 The following publications, regulations, and guidelines shall be adhered to: a) 29 CFR Parts 1910.1025 and 1926.62; OSHA General Industry & Construction Standards. b) 40 CFR Parts 260 and 261; Hazardous Waste Management & Identification and Listing of Hazardous Waste. c) AR 200-1 Environmental Protection and Enhancement. d) RRAD-R 200-20 Environmental Stewardship and Services e) RRAD-R 385-1 Red River Army Depot Safety and Occupational Health Program. 3.2 Recycled Content. All deliverables shall be printed double sided on paper that contains post-consumer fiber (recycled content). 3 .3 Compliance with License and Certification Requirements. The Contractor shall obtain all licenses and certifications required by Federal, State, and Local environmental laws and regulations necessary to adhere to the specifications of this contract. 3.4 Environmental protection plan. At a minimum, the plan shall address: a) The identification, monitoring, and control of contract activities that can negatively impact the environment b) The prevention of storm water pollution c) Effective protection for land resources at the work site d) The prevention of spills PWS - Inspection & Supply of Fire Extinguishers e) Immediate corrective action of any environmental noncompliance or nonconformance identified by the COR. 3.5 Competency Training for Contractor Personnel. Contractor shall not allow personnel to perform any activities and/or tasks on RRAD without proper and adequate qualifications or job competency training. In the event of any identified noncompliance, the Contractor shall, if requested, provide proof of contract personnel training or qualification (individual name, training/qualification type, training/qualification certificate, and date of training/qualification) to perform those contract activities associated with the identified noncompliance. 3.6 Protective Equipment: Personal protective equipment such as safety glasses, ear protection, and steel-toed shoes shall be worn at all times while on the job site. Fall protection, protection from fumes, vapors, dust, and mist shall be used as required.
