The Army’s STARE Project Office is conducting market research, via a sources-sought/RFI, for production and engineering services for the Lower Tier Air Missile Defense Sensor (LTAMDS); this is for planning only and does not constitute a solicitation or obligation. The effort would require strict conformance to USG performance specification MIS-PRF-59464 and Raytheon PIP MIS-PRF-62863 Rev B and cover production hardware/software/firmware plus engineering services, interim contractor support, system integration/checkout support, new equipment training, technical documentation, and related support. The follow-on procurement is anticipated as a seven-year Multiyear Procurement IDIQ with a production ceiling of 20 LTAMDS radars annually, and initial radar delivery is required no later than 33 months after contract award. A formal Technical Data Package was submitted to the USG on 31 July 2026, but due to ongoing technical validation, the USG will not release technical data packages, native 3D models, or detailed specifications in support of this RFI/SS. Interested firms must be U.S. corporations with a SECRET-level DCSA-approved secure manufacturing facility and cleared personnel, and must demonstrate capability, capacity, prior performance, and ability to avoid substantial duplication of Government cost or delays.
