It is the Government’s intent to extend the ordering period of the Rocket Propulsion Technology Program indefinite-delivery indefinite-quantity cost-plus-fixed-fee contract W31P4Q-16-D-0001 by six months, from the current end date of 14 June 2021 to 14 December 2021. This extension to the existing contract will result in no increase to the total contract ceiling. Based upon market research, this requirement cannot be met by commercial items; therefore, the Government is not using the policies contained in Federal Acquisition Regulation (FAR) Part 12. Authority Cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(d)(1)(B), as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B) – “For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in – (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency’s requirements”. This acquisition will be sole sourced to Aerojet Rocketdyne, Inc., 7499 Pine Stake Rd, Culpeper, VA 22701-8963, CAGE Code 3L7P6. Aerojet Rocketdyne, Inc. is the only vendor capable of providing these services within the required timeframe. No other contractor has the necessary transition and full-rate production capabilities and the required experience and capabilities in energetics research of minimum signature and reduced smoke propellants, and composite propellants.
