This effort provides engineering support for the maintenance and optimization of IBCS Fire Control, Launcher Interface Network Kit (LINK), and Enhanced Launcher Electronics System (ELES) software. The proposed sole-source contractor is Lockheed Martin Missiles and Fire Control in Grand Prairie, Texas. The sole-source justification is based on Lockheed Martin being the only source with the necessary knowledge, expertise, and full technical data package. The Government lacks the intellectual property rights needed for full and open competition.
