This is a pre-solicitation notice for a proposed sole source contract exceeding the Simplified Acquisition Threshold (SAT). The proposed solicitation issue date is on or about 26 June 2025, with a closing date of 26 August 2025. The planned procurement is to acquire Engineering Services (ES) in support of the Improved Bradley Acquisition Subsystem (IBAS). This acquisition is sole source to DRS Network & Imaging Systems LLC, Cage Code 32865. The anticipated effort is to support production, deployment, sustainment, and design maintenance of all IBAS and associated equipment; provide logistics maintenance capability, configuration management, product assurance support, special engineering studies, system engineering, failure analysis, test and evaluation, equipment publications, redesigns due to obsolescence, test evaluation material for repairs, Reset, Preset, Field Service Representative support, and depot level contractor repair in support of the IBAS. The requirement is for a base period of 12 months in FY2027 with 2 additional years of options in FY2028 through 30 March FY2029, which may be exercised incrementally. A Cost-Plus-Fixed-Fee/Firm Fixed Price contract is anticipated to be awarded by the Government. Telephone requests for copies of the Request for Proposal (RFP) will not be accepted. Use of Other than Full and Open Competition is authorized by 10 U .S.C. 2304(c)(1) and FAR 6.302-1, as there is only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one responsible source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for additional competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.

The U.S. Army Contracting Command, Redstone Arsenal, Alabama is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for engineering services in support of the fielded Improved Bradley Acquisition Subsystem (IBAS) components and support equipment. The anticipated effort is to support production, deployment, sustainment and design maintenance of all IBAS and associated equipment; provide logistics maintenance capability, configuration management, product assurance support, special engineering studies, system engineering, failure analysis, test and evaluation, equipment publications, redesigns due to obsolescence, test evaluation material for repairs, Reset, Preset, Field Service Representative support and depot level contractor repair in support of the IBAS. Instructions will be provided for guidance on reviewing standards, plans, drawings, data item descriptions, and other pertinent documents and other relevant materials upon the release of a Solicitation/Request for Proposal. The Government does not own a full Technical Data Package (TDP) for the IBAS. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size Standard of $25.5M. It is contemplated that this award will be made utilizing an other than Full and Open Competition (FACO) approach in accordance with Federal Acquisition Regulation (FAR) 6.302- 1(a)(1) having only a limited number of responsible sources. The Government intends to solicit and award a Cost-Plus Fixed-Fee contract for this requirement. All capable firms are encouraged to respond. This acquisition will require access to classified information. This acquisition will require personnel with a Secret security clearance. The anticipated contract period of performance is July 2026 through September 2029. There is no Solicitation at this time. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is strictly voluntary. The Government assumes no financial responsibility for any costs incurred for preparation of responses to this sources sought notification or any follow up information requests.
