This is a notice of intent to solicit a sole source Indefinite-Delivery, Indefinite-Quantity contract with a mix of Cost Plus Fixed Fee and Firm Fixed Price line items under the authority of Title 10 United States Code 3204 (a)(1) as implemented by FAR Part 6.302-1(a)(2)(iii)A, “Only one responsible source and no other supplies or services will satisfy agency requirements”, from Dynetics Inc., a subsidiary of Leidos, 1002 Explorer Boulevard, Huntsville, AL 35806, Commercial and Government Entity Code 7L855, for the procurement of Sustainment and Engineering Services (ES) of the Army Long-Range Persistent Surveillance (ALPS) program. Dynetics shall provide program management, sustainment support, system engineering services, logistics support, configuration management/system modification kits/system procurement, security, cybersecurity and information assurance and contractor deployment requirements. The resulting contract period of performance for the effort is from FY23 through FY27. Dynetics is the sole designer, developer, manufacturer and maintains the exclusive engineering knowledge with the design of the ALPS prototype system and associated components. The contractor is the only vendor with the technical expertise capable of providing the Sustainment and ES for ALPS, ensuring readiness, availability and fielding. The government is not currently in possession of a complete and accurate technical or manufacturing data and will not be available prior to solicitation. The USG intends to solicit and negotiate with only one source. Offerors are encouraged to contact Dynetics for subcontracting opportunities for this effort. This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than Dynetics. No telephone inquiries will be accepted.
