This is a notice of intent to solicit a sole source Fixed Price Incentive Firm and Cost Plus Fixed Fee requirement, under the authority of Title 10 United States Code 2304 (c)(1) and regulatory authority in Federal Acquisition Regulation Part 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”, paragraph (a)(2)(ii)(A) and (B), from Raytheon Technologies (RTX), 350 Lowell St, Andover, Massachusetts, 01810-4400, Commercial and Government Entity Code 05716 for the follow-on LRIP of up to 48 (estimated at 14 United States Government (USG) and 34 Foreign Military Sale (FMS)) LTAMDS in accordance with the USG performance specification (P-Spec), MIS-PRF-59464, and RTX’s Prime Item Performance (PIP) specification, D11227374, along with associated hardware, software, services inherent to production (e.g. inspection, logistics support, program management, configuration management, product assurance, verification of system performance, hazardous material management, obsolescence management, safety), interim contractor support, system integration and check out support, new equipment training and documentation. The resulting contract will include one base year in fiscal year (FY) 23 for long lead items and four option years (FY24 through FY27) for production of the USG and potential FMS requirements. As the developer and manufacturer of the LTAMDS radar, only RTX possesses the technical expertise, proprietary data and experience necessary to execute this requirement. The material solution for LTAMDS must meet the USG P-Spec, MIS-PRF-59464 and the RTX PIP specification, D11227374. The technical data package is not currently available for this synopsis and it will not be available prior to solicitation. The USG intends to solicit and negotiate with only one source. Offerors are encouraged to contact RTX for subcontracting opportunities for this effort. This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than RTX. This requirement is not currently fully funded; the initial award and exercise of additional options will be withheld pending receipt of sufficient funds. No telephone inquiries will be accepted.
