DESCRIPTION The proposed North American Industry Classification Systems (NAICS) Code is 541330 (Engineering Services—Military and Aerospace Equipment and Military Weapons), which has a corresponding Size Standard of $41.5M. It is contemplated that this award will be made to Lockheed Martin Corporation, utilizing other than a Full and Open Competition (FAOC) approach in accordance with Federal Acquisition Regulation (FAR) 6.302-l, Only One Responsible Source. The Government intends to solicit and award a Cost-Plus-Fixed-Fee contract for this requirement. The anticipated contract period of performance is approximately 36 months after award. The Government is seeking interested contractors to provide Engineering Services (ES) in support of the Laser HELLFIRE Missile and Joint Air-to-Ground Missile (JAGM) programs. The ES consist of program management, engineering, product assurance, logistics, configuration management, test/evaluation, and production engineering support required to maintain the capability of the Laser HELLFIRE Missile and JAGM. These services provide general system support, not duplication of tasks performed in the development of other on-going contracts. The resultant contract will consist of a total of 1,500,000 hours and will include a base award and three 12-month option periods. REQUIRED CAPABILITIES Contractor must possess, or have access to, the technical data requirements for the aforementioned missile systems. The Government does not own the Technical Data Packages (TDPs) for the Laser HELLFIRE Missile and JAGM—which establishes the current/baseline missile configurations. The JAGM and Laser HELLFIRE Missile TDP are held by Lockheed Martin Corporation located at 5600 West Sand Lake Road, MP-265, Orlando, Florida, 32819-8907, CAGE Code 04939. Request that interested sources provide the following: Interested parties who consider themselves qualified to perform the above listed service must submit a response no later than 5:00pm central standard time on 16 March 2021, which includes the following information: Provide a description of your company’s expertise and experience in providing ES in support of Laser HELLFIRE Missile and JAGM or similar services. Describe, in general, your company’s approach to developing the capability to provide ES in support of Laser HELLFIRE Missile and JAGM. If your organization has the potential capability to perform these services, please provide the following information: Organization name, address, point of contact, email address, web-site address, telephone number, and size and type of ownership for the organization. Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code. Tailored capability statement addressing the particulars of this effort. Performance history backed with evidentiary data. Interested vendors are encouraged to provide substantiated evidence of their capabilities and successes for the same or similar efforts cited above. Verification of access to (or ability to secure access to) the TDPs for the Laser HELLFIRE Missile and JAGM. Verification of ability to perform work in both the Continental United States (CONUS) and Outside the Continental United States (OCONUS). Ability to access or build test equipment which is required to support the engineering efforts. If required, the USG will reach out to the respondents for clarifications or follow-up questions. It is desirable that data be received with unlimited rights to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
