Suitable technical data, Government data rights, or knowledge are not available to permit acquisition from other sources, nor qualified testing a sole source requirement. All offerors must meet pre-qualification requirements in order to be eligible for award. All responsible sources may submit an offer, which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date or release for solicitation; however, the solicitation will not close prior to the date stated above. The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or manufacturing restrictions. No Technical Data Packages will be mailed out, all offerors shall be registered in System for Award Management (SAM) and Joint Certification Program (JCP) certified to obtain the Technical Data Package for this requirement.
