The Army Contracting Command – Redstone Arsenal intends to issue a solicitation on or after 17 April 2020 for the purpose of formally soliciting proposals to fulfill the requirement for Inert Warheads... The Army Contracting Command – Redstone Arsenal intends to issue a solicitation on or after 17 April 2020 for the purpose of formally soliciting proposals to fulfill the requirement for Inert Warheads for the Reduced Range Practice Rocket, M28A2; Part Number 13540611. This will be an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) type contract consisiting of a one-year base ordering period with four (4) additional one-year ordering periods for up to a total 5-year ordering period. Anticipated Ordering Periods: Base Year 1 Ordering Period: 10 August 2020 – 9 August 2021 Year 2 Ordering Period: 10 August 2021 – 9 August 2022 Year 3 Ordering Period: 10 August 2022 – 9 August 2023 Year 4 Ordering Period: 10 August 2023 – 9 August 2024 Year 5 Ordering Period: 10 August 2024 – 9 August 2025 The Government expects to order a minimum quantity of 132 and a maximum quantity of 6,930 per year. The contractor shall conduct a First Article Inspection (FAI) and Production Line Validation (PLV) with Government participation at production start-up to verify the manufacturing and inspection processes are adequate to produce products that are compliant with the drawing requirements. The Government will provide approval/disapproval of the first submission within 30 days. If disapproved, the Contractor shall resubmit 15 days after receipt of Government comments. Delivery location: The U.S. Government anticipates deliveries of the Inert Warheads to the following location: LOCKHEED MARTIN CORPORATION 15604 W AR 274 HWY CAMDEN, AR, 71701-5042 This is 100% Small Business Set-Aside. The closing date annotated is an estimated date and maybe adjusted dependent upon the release of solicitation; however, the solicitation will not close prior to the date stated above. The US Government is seeking sources to manufacture inert warhead for the Reduced Range Practice Rocket (RRPR) M28A2. This procurement will have an estimated quantity of a minimum 132 per year and estimated maximum quantity of 6,708 per year over a five-year ordering period. The contractor shall not begin production until receipt of a delivery order. The first program year will be defined as the first 12 months after the delivery order is signed and the subsequent years to follow the same pattern. The Government will provide the Inert Warhead drawing and Statement of Work detailing the requirements herein. Interested firms who believe they are capable of providing this requirement are invited to indicate their interest by providing a white paper to include the following: • Company name, company address, overnight delivery address (if different from mailing address), Commercial and Government Entity (CAGE) Code, point of contact, e-mail address, and telephone number • Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc.) • Affirmation of cleared personnel • Tailored capability statement addressing the particulars of this effort; and provide a description of similar services offered to the US Government and/or to commercial customers for the past three years. • Max monthly production capacity/quantities of Inert Warheads • Ability to meet AWS D17.1 Class C Fusion Welding to include personnel certification and training status • Ability to establish a quality management system in compliance to International Organization for Standardization (ISO) certification AS9100 • Time required after receipt of a delivery order before a FAI and PLV could be conducted • Time required after receipt of a delivery order at max monthly production capacity for first delivery to be completed • Describe your companies experience managing a team of subcontractors. Briefly discuss previous teaming arrangements on your most challenging tasks that provides sufficient detail for the Government to understand the scope and complexity of the accomplished tasks. Please quantify the magnitude of the effort, for example: number of full time equivalents of the prime, total ceiling price, current obligation amount, and the number of subcontractors and their respective business size. •Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, (Class Deviation 2019- O0003 (dated 12/3/18)) the small business prime and their similarly situated subcontractors must perform at least 50% of the work themselves in terms of the cost of performance.
