The US Army Contracting Command-Redstone (ACC-R) , anticipates a sole source IDIQ type, Cost-plus- fixed-fee contract with Modern Technology Solutions, Inc. (MTSI), 5285 Shawnee Rd STE 400 Alexandria, VA 22312-2328 CAGE Code 0X988 for the Development, Operations, Maintenance and Support (DOMS) System of Systems Element Simulation (SSES) for System Simulation Software and Integration (S3I) Directorate, to increase the labor hours and material/travel cost amounts on the basis of other than full and open competition. This effort involves a 60-month total ordering period and period of performance. Under the authority 10 U.S.C. 2304(d)(1)(B) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), "For DoD, the National Aeronautical and Space Administration, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in, - (B) Unacceptable delays in fulfilling the agency’s requirements.” This contract shall be awarded on an other than full and open competitive basis to MTSI as the only source with the technical knowledge and expertise required to enhance and maintain the current suite of System of Systems modeling, digital simulation, HWIL and prototype development facilities. MTSI is uniquely qualified to perform these efforts as they are the only source that has the in-depth technical knowledge and expertise needed to proficiently perform them without the government experiencing unacceptable delays in fulfilling the agency’s needs associated with disruptions or suspensions of ongoing simulation mission efforts. Award to another source would result in substantial additional investment and unacceptable delays in fulfilling the agency’s requirement. All responsible sources may submit a proposal which will be considered by the agency within 15 days of this notice. Respondents are solely responsible for all expenses associated with responding to this RFI. The Government is in need of information on potential small business sources that could provide the necessary technical skills, facilities, and personnel to support to the S3I facilities in simulator and prototype development, operations, maintenance, and improvements. The purpose of this RFI is to gain knowledge of interest, capabilities, and qualifications of small business vendors who can successfully support this requirement as a prime contractor. Responses to this notice will be used as part of the information gathered as market research that will be used to develop the acquisition strategy to satisfy this potential requirement. Responses will only be accepted from those firms that are interested in being a prime contractor. This is not a request for competitive proposals and no contract will be awarded from this RFI. The Government has not formalized an acquisition strategy, there is no solicitation, and no other information is available at this time. Other than responses to this request for information, no other responses or inquiries will be accepted. NAICS Code: 541715 REQUIREMENTS: All required work performed under this contract will be issued under separate Task Orders (TO). The contractor shall provide the necessary technical skills and services support to S3I distributed digital simulations facilities in simulator development, operations, maintenance, and improvement. This effort spans the functional operations areas of system engineering, system development, configuration management, target generation, controls, interfaces, simulator hardware/software, and distributed digital simulations. The contractor shall be responsible for the coordination of activities with other contractors and government personnel operating within. All planned work is to be accomplished within an approved schedule. All unplanned work is to be accomplished as required on a quick reaction basis and may necessitate effort outside normal duty hours. In performing any unplanned work on a quick reaction basis, the contractor shall respond within a maximum of 8 normal working hours with completion of the unplanned work or with an acceptable plan for completion of the work. Simulator Development: The contractor shall perform distributed digital simulations element hardware/software design, development, integration, testing and verification. Element level development support shall include, as required by individual TOs, S3I analog and digital simulators, special airborne data collection, test ranges, end game data collection and lethality. Integration shall require the contractor to perform laboratory special test equipment configuration modifications and new configuration development as part of peculiar simulation operation activities as scheduled in response to identified user requirements. The contractor shall support component and element level design, development and fabrication for all simulation facility requirements. These modifications shall not exceed existing design capabilities of the laboratory facility such as heating, cooling, or electrical capacities. The contractor shall conduct design studies, analyses, generate conceptual and preliminary designs, and final designs in support of S3I element development and system simulation activities. Interface and Operations: The contractor shall be responsible to configure, calibrate, operate, and verify systems in preparation for and during real-time simulation operations as specified in test schedules ensuring operational readiness for all facilities. The contractor shall integrate and interface various sensors, associated signatures, and simulated, developmental, or operational countermeasure hardware/software as required for simulation systems. The contractor shall document the configuration used in the simulation, any special calibration procedures, all modifications and improvements and all simulator software programs and techniques. The contractor shall provide and operate special purpose distributed digital simulation interface and control hardware/software as well as facility interface and control hardware/software as required by individual TOs, to accomplish simulation operations. The effort shall include participation in establishing interface requirements, fabrication, support facility modification, installation and checkout, of the interface hardware/software to permit integration and operation of the hardware/software into the operational simulation. The controls and interfaces shall provide for mechanical, hydraulic, heating, ventilating, cooling, electrical and electronic, analog and digital requirements for normal operation of equipment in the simulation environment. The contractor shall be responsible for mounting and removing assets, interconnecting and disassembly of interface cabling and hardware, and the verification of interface operational readiness for simulation operations. The contractor shall provide support during real-time simulation operations to maintain and operate the asset controls and interfaces and the facility interface and control hardware. Maintenance: The contractor shall perform maintenance and calibration of the simulation facilities, including, as required by individual TOs, control consoles, computers, simulators, and hardware/software interfaces in accordance with the maintenance manuals. The contractor shall support development of distributed digital simulation components and subsystems as required by maintenance plans and procedures. Simulation facility fire protection systems shall be maintained and certified after thorough inspection on an annual basis and coordinated with the Redstone Arsenal Fire Marshal. The contractor shall develop and implement simulation independent software for general purpose utilization in each simulator and framework special test equipment preventive maintenance and diagnostic activities. The contractor shall provide the necessary technology integration tools and techniques to properly implement the developed simulation technology functions and techniques identified by the Government to improve simulation capability. The contractor shall implement the necessary hardware/software interfaces to affect techniques associated with unique environmental models for specific needs associated with verified and validated evaluations of specific systems. Contractor performance shall be in accordance with the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220.22M) and shall ensure that all classified material is handled in accordance with the latest appropriate security classification specifications. FOREIGN PARTICIPATION WILL NOT BE ALLOWED AT THE PRIME OR SUBCONTRACT LEVEL. The Government's intent is to better understand the current, state-of-the-art capabilities, strategies, and a company's prior experience to determine the best solution. Industry feedback is vitally important and the Government will be receptive to any and all ideas. Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked. White paper responses to this request can be submitted in your own format and shall be limited to no more than 3 one sided pages in length, not including cover letter.
