Synopsis: The Army Contracting Command-Redstone Arsenal (ACC-RSA), on behalf of the Security Assistance Management Directorate, intends to issue Request for Proposal (RFP) W31P4Q-19-R-0060, on or about 09 October 2019, for the procurement of Safety and Arming Device for the HAWK Missile System, NSN 1337-01-083-0029, APN 9322163, NAICS Code 334419. This acquisition will use Full and Open Competition and award using the Lowest Price Technically Acceptable (LPTA) source selection procedures, resulting in a single award five (5), one-year Firm Fixed Price, Indefinite Delivery Indefinite Quantity contract. Please note that only companies that have the capabilities and past experience to manufacture and test the above item will be issued a solicitation. A First Article Test is required. This solicitation, as well as any amendments, will be issued electronically in accordance with FAR 4.502 and FAR 5.102. As a result, hard copies will not be provided. It is; therefore, incumbent upon any interested parties to periodically access http://fedbizopps.gov in order to obtain any amendments which may be issued. Failure to obtain amendments and to respond to them prior to the date and time set for receipt of bids/proposals may render your bid/proposal nonresponsive and result in the rejection of same. This solicitation incorporates a Technical Data Package (TDP) that cannot be provided via the Internet. Vendors who need this TDP in order to prepare a bid/proposal are instructed to submit an email request to: v.l.shephard.civ@mail.mil with courtesy copy to: lisa.j.battle.civ@mail.mil. Any requests should contain the following information: CAGE CODE, Company Name, Point of Contact, Street Address, City, State, Zip Code, and telephone Number. Synopsis: This notice is published in accordance with FAR 10.002 and 15.201(e) and is a Request for Information (RFI) only in support of market research. Performance of this effort requires the contractor to have a complete and comprehensive knowledge of the HAWK system, plus instant access to both current documentation and future changes. Manufacturing of the HAWK Safety and Arming Device requires a facility capable of handling and processing CLASS V explosives and technical expertise in chemistry and explosives. This requirement is for the purchase of new Safety and Arming Devices unique to the HAWK Missile Systems that are already in the field. Any interested parties must comply with the above. All information received will be used only for planning purposes. It shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or as an obligation on the part of the Government to respond, or to acquire any products or services. Any response to this synopsis will be treated as information only. No entitlement to payment of direct costs or charges by the Government will arise as a result of contractor submission of responses to this synopsis to the Government for use of such information. The information provided may be used by the Army in developing its acquisition strategy and in its Statement of Work/Statement of Objectives or Performance Specifications. Not responding to this RFI does not preclude participation in any future RFP, if issued.
