The US Army Contracting Command - Redstone Arsenal has a sole source requirement to provide for the insertion of an improved secure communications capability for the existing Rocket, Artillery, and Mortar (RAM) Warn system. RAM Warn's primary mission is to alert U.S. forces of enemy Indirect Fire attacks. The C-RAM Program Directorate seeks to modify the existing fielded RAM Warn Brigade Combat Team (BCT) architecture with an enhanced secure network communications capability that provides an embedded encryption feature, which reduces system footprint and physical security requirements, and simplifies training and setup procedures. This effort will require wireless radio modification kit production, integration of wireless radio modification kits into the existing RAM Warn BCT architecture, and functional/technical support, to include fielding and training of the system modification at the unit locations. Insertion of the enhanced secure network communications capability into the existing RAM Warn BCT architecture requires in-depth knowledge of the interfaces with the Army's Air Defense Airspace Management (ADAM) and Field Artillery Radars currently fielded. The period of performance for this effort is estimated at 60 months from date of award. The anticipated type of contract is Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price Hardware; Cost-Plus-Fixed-Fee Functional Services. The production hardware to be delivered consists of approximately 1,300 Huntsman Secure Network Radio (HSNR) kits to be integrated into the existing Ram Warn system and fielded to all BCTs and Army Prepositioned Stock (APS) sites. Pursuant to 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), this proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source - Northrop Grumman Systems Corporation, 2340 Dulles Corner Blvd, Herndon, VA 20171-3414 (CAGE 0RBN7). NGSC is the only known source with the specialized technical expertise to satisfy the Army's RAM Warn capability requirements. NGSC has been the single source to provide the communications architecture/systems engineering, integration, installation, communications network support, hardware, test, and logistics support for the RAM Warn system for over six years. Due to these years of experience, NGSC is the only firm with the developmental and operational expertise and knowledge necessary to produce and integrate the HSNR into the RAM Warn system architecture.
