The F5 BIG-IP are key components of an operational information technology (IT) solution for NGIC Single Sign-On (SSO), PKI enablement and enterprise audit collection. F5 acts as a single point of entry and authentication for NGIC web traffic. F5 hardware handles PKI authentication to a community user repository as mandated by the DoD and acts as a collection point for access events associated with NGIC intelligence products. Reasons for Authority Cited: The NGIC has expended significant resources to establish an industry-standard, high performance, optimized, manageable, reliable and secure baseline network infrastructure utilizing F5 BIG-IP products. Maintenance of F5 extends licenses and vendor support for operational systems that deliver NGIC PKI enablement, SSO and audit collection requirements. The F5 IT solution supports NGIC compliance with the Intelligence Community Standard (ICS) 500-27 (collection and sharing of audit data) and ICS 700-2 (detecting insider threats) and satisfies NGIC enterprise SSO requirements. The F5 is a component of an IT architecture baseline that will support standardized authentication of community users across NGIC applications, reducing the need for stove-piped and application-specific authentication solutions. The F5 provides load balancing that supports higher availability of NGIC data to the DoD and IC customers. F5 is in wide use and well supported throughout the DoD community. DIA has successfully implemented F5 and has achieved solid operations over the past six years. Failure to maintain the F5 maintenance contract eliminates the ability to replace and repair broken software and hardware that provides Insider Threat auditing to meet Army and IC requirements. System administrators will no longer have access to new software patches, version upgrades, and access to technical F5 SMEs, which directly impacts our ability to maintain DISA's Security Technical Implementation Guide (STIG) requirements and quickly respond to Information Assurance Vulnerability Alert (IAVA) patches mandated on secure domains. Army CHESS is a properly competed IT procurement contract and, IAW Army regulatory guidance, INSCOM G6 is expected to be in compliance with the Army's directive. Centralized consolidation & management of INSCOM Enterprise CERP provides increased infrastructure standardization, reduced management overhead, and significant cost savings due to consolidated volume of procurements from Army-mandated CHESS contracts. 6.
