This RFI/sources-sought is for informational market research only, is not a solicitation/RFP, and does not commit the government to award or fund response preparation. The requirement covers three liquid polyurethane/CARC topcoats: 383 Green Zenthane one-component (MIL-DTL-53039 Type IV, color 34094) and 686 Tan one-component (MIL-DTL-53039 Type IV, color 33446, max 1.0 lb VOC/gal), both in 1-gallon cans with at least 16 months shelf life on delivery, plus Orange Zenthane Plus two-component 1-gallon kits (MIL-PRF-85285 Type I Class H and MMS420, color 12197) with at least 14 months shelf life. Coatings must be climate/season-appropriate and ready to use, meet application/defect requirements for spray or roller at up to 10 mils wet film at 60–85°F and normal Tobyhanna, PA humidity, with limited reducer/retarder allowances; hazmat shipments require the longest possible shelf life and current SDS. Interested firms should provide organization/POC details, CAGE and UEI if registered, business size and socioeconomic status, GPC and WAWF capability, tailored capability statements, and any subcontracting/teaming structure. Proprietary data marked as such will be protected from release outside the government.
