This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-06. Requirement is for firm fixed-price single contract in support of the Stryker Program; applicable NAICS Code is 334220, size standard is 1,250 employees. Request for Proposal (RFP) W25G1V-22-R-0031 applies. This combined synopsis/solicitation is restricted to: Collins Aerospace, 400 Collins Road N.E., Cedar Rapids, Iowa 52498, under the requirements of 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source under the authority of the simplified procedures for certain commercial items. The Government has identified this sourced item from Collins Aerospace as part of a unique design for the Stryker program. Collins Aerospace is the original equipment manufacturer and holds the proprietary rights to all the technical data, drawings, and specifications associated with this item. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Tobyhanna Army Depot (TYAD), Tobyhanna, PA, has a requirement for a supply contract to provide: 120 each, Vehicle Dual External HPA Mounts, Part Number 822-3520-001. Additionally, an option quantity of an additional 60 HPA mounts will be included in contract to meet future production requirements, if exercised by the Government. Delivery is required as soon as possible after contract award to Tobyhanna Army Depot, PA 18466, FOB Destination. Early and partial deliveries are authorized. Contractor shall provide a delivery schedule with proposal. Counterfeit, aftermarket or grey market items will not be accepted. See Attachment 1 for all applicable clauses to include commercial clauses, FAR 52.212-1, 52.212-3 Alt 1, 52.212-4 and 52.212-5. The Government is not responsible for any costs incurred for contractor’s time or materials expended in preparing a proposal for this solicitation. Offer shall be submitted and award made by the Government on an all-or-none basis. Therefore, offers are solicited on that basis only. Options. Special Notice is provided to include Solicitation provision(s) FAR 52.217-5, Evaluation of Options, and FAR 52.217-7, Option for Increased Quantity -- Separately Priced Line Item and as funding becomes available. The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within one year of the date of contract award. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. Pricing and delivery timeframe must be provided on signed standard form (SF) 1449. The offer must be signed by a company official authorized to contractually bind the company. Proposal, along with all Deliverables noted below, must be submitted by Combination/Synopsis closing date/time above in order to be considered. Offers or modifications to offers received at the address specified for the receipt of offers after the exact time specified may not be considered. The minimum acceptable acceptance period for offers is ninety (90) days from the date specified above. Any amendments issued to this solicitation will be synopsized in the same manner as this solicitation. All Offerors are advised to acknowledge all amendments issued to the solicitation with their proposal by signing and including one copy of the amendment with their proposal. APPLICABLE Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFARS): See Clauses (Atch 1) for all Applicable FAR & DFARS Clauses, applicable to this combined synopsis/solicitation and any resultant award.
