This requirement is for a single Firm-Fixed-Price (FFP) Contract for construction services associated with exterior repairs, including the installation of an Exterior Insulation Finish System (EIFS), at Tobyhanna Army Depot (TYAD), Tobyhanna, PA, 18466. These construction services required shall include all licenses, permits, labor, materials, equipment, minor design, demolition, supervision, and management to complete the repair of the building exteriors. The estimated Period of Performance for this requirement shall be 730 calendar days (see Draft Scope of Work (SOW)). The following documents are attached to this pre-solicitation notice and provide further detail: Draft SOW. This acquisition shall be conducted in accordance with FAR Part 15, Contracting by Negotiation, FAR Part 19, Small Business Programs (specifically 19.805 - Competitive 8(a)), and FAR Part 36, Construction and A&E Contracts. The Request for Proposal (RFP), W25G1V-19-R-0027, is estimated to be issued on or about 4 June 2019. This requirement will be set-aside for Small Business, Competitive 8(a). The applicable NAICS code is 238190 (Other Foundation, Structure, and Building Exterior Contractors); size standard of $15 Million. The estimated magnitude for this action is more than $10,000,000.00. Actual issue and proposal due dates will be established in the RFP. The RFP will be available on the Federal Business Opportunities (FBO) page. Vendors requesting an electronic copy may download the RFP on or after the issue date at https://www.fbo.gov/. To search for the RFP in FBO: at "Keyword/Solicitation Number", type W25G1V-19-R-0027 and click ‘Search'. The RFP will be issued electronically, via FBO.gov, only. No paper or disc copies will be issued. It is the responsibility of interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. Any resultant contract will be Firm Fixed-Price. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency and found to be responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors and 19.8 Contracting with the Small Business Administration (The 8(a) Program).
