This is published as a sole source announcement under the statutory authority at 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 --Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground, Tobyhanna Division, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to negotiate and award a firm-fixed-price, single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to Crane Electronics, Inc., 340 N. Roosevelt Ave, Chandler AZ 85226. The requirement is for a five year IDIQ contract to provide evaluation and repair services for the CD Up-Converter A3263680. The minimum quantity is 12 each and the maximum quantity is 60 each over the five-year period. Crane Electronics, Inc. maintains proprietary rights to the design. The Government will provide unserviceable CD Up-Converters for contractor evaluation, repair and condemnation. Crane Electronics, Inc. is the only known company with proprietary data necessary to repair this equipment. The technical data packages, specifications, engineering descriptions are proprietary to Crane Electronics, Inc. No other company can provide the required repair services because the Government does not own a technical data package for competition. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government. Any responsible firms believing they can provide the required services for the CD Up-Converter should, within ten (10) days of this notice, contact in writing the Contract Specialist identified below and submit a capability statement describing their firm’s capability to meet the Government’s requirement which will be reviewed for consideration.
