This requirement is for a single Firm-Fixed-Price (FFP) Contract for design and construction services associated with Building 7, Bay 1 and 2 renovations at Tobyhanna Army Depot, Tobyhanna, PA 18466. The applicable Small Business Administration (SBA) Requirements Number is 0303-21-060421-01. This is a Competitive 8(a) Requirement limited to those concerns with a bona fide place of business in the state of Pennsylvania or nearby areas. Offerors that do not meet the set-aside and geographical requirements will not be considered. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction). Eligibility Determinations shall be completed by the cognizant SBA office. The design services required shall include: site evaluation, design concept meetings and concept drawing review. The contractor will also provide construction services to include: general demolition work, replacement of exterior doors, new exterior doors, new exterior enclosures, dock doors, complete roof replacement, new skylights, new restrooms, new mezzanine, new interior spaces, new exterior stairs and ramp, new sterilizer testing pit, and general support spaces for the purpose of re-locating the Medical Maintenance Branch. The estimated Period of Performance for this requirement shall be 365 calendar days (see Draft Scope of Work (SOW)) The following documents are attached to this pre-solicitation notice and provide further detail: Draft SOW. The contractor must furnish required bonds and insurance for this project at the applicable dollar value. This acquisition shall be conducted in accordance with FAR Part 15, Contracting by Negotiation, FAR Part 19, Small Business Programs (specifically 19.805 - Competitive 8(a)), and FAR Part 36, Construction and A&E Contracts. The Request for Proposal (RFP), W25G1V-21-R-0033, is estimated to be issued on or about 1 July 2021. This requirement will be set-aside for Small Business, Competitive 8(a). The applicable NAICS code is 236220 (Commercial and Institutional Building Construction); size standard of $39.5 Million. The estimated magnitude for this action is between $5,000,000.00 and $10,000,000.00. Actual issue and proposal due dates will be established in the RFP. The RFP will be available on SAM.gov. Vendors requesting an electronic copy may download the RFP on or after the issue date at https://sam.gov/. To search for the RFP in SAM.gov: at "Search Contract Opportunities", type W25G1V-21-R-0033 and click ‘Search'. The RFP will be issued electronically, via FBO.gov, only. No paper or disc copies will be issued. It is the responsibility of interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. A Site Visit will be schedule approximately 1 week after RFP release. Details will be listed in the solicitation. Any resultant contract will be FFP. All prospective offerors must be registered in the System for Award Management (SAM) prior to award of contract with any DoD agency and found to be responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors and 19.8 Contracting with the Small Business Administration (The 8(a) Program).
