This solicitation is for a single Firm-Fixed Price (FFP) contract, issued in accordance with FAR Part 12 - Commercial Items and FAR Part 15 - Contracting by Negotiation, using full and open competition. This requirement is for the Modernization of the existing Automated Storage and Retrieval System (ASRS Modernization) at Tobyhanna Army Depot, including, but not limited to, all design, equipment, material, parts and installation labor to upgrade as necessary. This modernization includes, but is not limited to: replacement of mini-load cranes and rails, unit load turret trucks, Automated Guided Vehicles (AGVs) and the Warehouse Management System (WMS). Solicitation Amendment 0001 (issued 10 May 2021): The purpose of this amendment is to incorporate Appendices to Attachment 1 - Specification. Solicitation Amendment 0002 (issued 19 May 2021): The purpose of this amendment is to incorporate the following clause and provision into the solicitation by reference: FAR Clause 52.204-13; FAR Provision 52.204-7. Solicitation Amendment 0003 (issued 21 May 2021): The purpose of this amendment is to provide Appendix N and Attachment 5 - Questions and Answers. Solicitation Amendment 0004 (issued 27 May 2021): The purpose of this amendment is to provide an updated Attachment 5 - Questions and Answers, Exhibit 1 - Site Visit Attendance Sheet, and Exhibit 2 - ASRS Photos. Solicitation Amendment 0005 (issued 1 June 2021): The purpose of this amendment is to extend the proposal due date from 7 June 2021 at 4:00PM EST to 17 June 2021 at 12:00PM EST. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division has a requirement for the Automated Storage and Retrieval System (ASRS) Modernization, including, but not limited to, all design, equipment, material, parts and installation labor to upgrade necessary. This modernization shall include, but is not limited to: replacement of mini-load cranes and rails, unit load turret trucks, Automated Guided Vehicles (AGVs) and the warehouse management system (WMS). ACC-APG intends to issue a solicitation and award a Firm Fixed Price Contract for this requirement. It's anticipated this solicitation will be issued via beta.sam.gov in late April or early May 2021. The following draft documents are attached: (1) Attachment 1 - Draft Specification; (2) Attachment 2 - ASRS Compliance Checklist; (3) Attachment 3 - Draft Solicitation Language (Sections L and M). Interested parties are requested to review the attached draft documents and provide feedback as necessary, to include any questions, concerns, issues, clarifications, etc. It's requested that interested parties ask any and all questions that they would otherwise submit during the solicitation phase. This is to ensure that the Government's requirements documents are as clear, concise, and accurate as possible at the time the solicitation is posted. All submissions shall be submitted via e-mail to mark.a.buonomo.civ@mail.mil. Industry feedback may result in revisions to any or all of the draft documents.
