Electronic Safe and Arm Devices (ESAD)
The U.S. Army Contracting Command–Rock Island at Picatinny, for the DoW Fuze Integrated Product Team, is conducting market research through an RFI seeking CONUS industry feedback and capability information for manufacturing Electronic Safe and Arm Devices (ESAD) fuzes and Ignition Safety Devices (ISDs) for munitions and rocket motors. This is voluntary market research only, not a request for proposal or contract award obligation, and the information will support a whitepaper and investment strategy to scale the domestic electronic fuzing and ignition systems industrial base. The Government wants to assess capacity to surge for weaponized UAS/drone dominance, Launched Effects, counter-UAS, low-cost/high-rate systems, and existing munitions, and to identify bottlenecks involving high-voltage firing capacitors, solid-state high-voltage switches, and In-Line Initiators including EFIs/LEEFIs/EFDIs. Respondents should describe past performance and deliveries, manufacturing and energetic-integration infrastructure, qualification/testing and compliance, workforce certifications, surge capacity, supply-chain dependencies and mitigations, automation/facility expansion, workforce scaling, and CUI/classified handling and cybersecurity compliance. Responses should include a projected year-by-year production profile from GFY October 2027 through GFY 2031, with current minimum viable and maximum surge rates, and must be submitted as a PDF capabilities statement of no more than 15 pages via email to the specified ACC-RI contacts, with SAM registration required.
